Digital Exclusion as an Obstacle to Social Security Rights: An Equity-Based Approach uma leitura a partir da equidade

Abstract

The digitalization of Brazil's social security services, particularly through platforms such as Meu INSS,has been promoted as a step toward modernization, agility, and cost-efficiency in public administration. However, this transformation takes place amid deep social and digital inequalities. This article examines, from the perspective of the principle of equity, how digital exclusion impairs the effective access to social security and welfare rights, especially among vulnerable groups such as the elderly, people with disabilities, Black women, and informal workers. The study adopts a qualitative approach, based on bibliographic review and legal analysis, and argues that technological advancement, when not accompanied by inclusive public policies, can deepen existing inequalities, turning digital modernization into a barrier to fundamental rights. It advocates that equity must guide the design of solutions that reconcile technological innovation with the universalization of social protection, ensuring that social security rights are accessible to all.
