Abstract

This article aims to develop studies on the importance of partnership instruments between social security systems and federal entities or between those and various social organizations, as a way of promoting the exercise of fundamental rights by the insured, but without disregarding the constitutional principle financial and actuarial balance. Starting from this initial problem, the essay was methodologically guided by a bibliographical review of books and scientific articles, as well as data collection from official bodies. The route will take into account concepts of financial and actuarial balance of the RPPS and its relationship with fundamental rights, partnership instruments and prior definition of contracts and other bilateral adjustments, perspectives after constitutional amendment nº 103/2019, administrative fee and its possibilities of use by social security management, and at the end, the debate on the research results.
